GALLIPOLIS — Construction of the City Park Plaza at 334 Second Ave. is steadily moving along and is expected to be completed by the end of the year.The 22,000-square-foot, $2 million project will house a total of 10 apartments on the second and third floors, and three tenant spaces on the first floor. Additionally, the rear of the building will house four one-and-a-half car garages, which will also be available to rent.Local businessmen Randy Breech, of Breech Engineering, and Jim Blair, of Blair Builders, own the property and oversee the design and construction of the building.
